What is the difference between unsolicited and solicited proposals? - difference between internal and external proposals papers

So, what is the difference between the proposals and asked unsoliced and also what is the difference between internal and external proposals? If you've just met, one of them then that's fine.

Desired = required requested;
= Do not ask, do not ask.

Within = within the company;
External = outside the company.

A question for the question. Proposals for what? The offers of employment, marriage, eh? Offers of employment or services, or anything specific, clear need, the public methods, ie in the newspaper classifieds, publishing or publicly displayed. Jobs are back, as announced or posted on Craig's List. These proposals are likely to qualify requested. The proposals of marriage? Probably not appropriate here. The proposals would likely be a person or company submitting an unsolicited Propsal without a public request for proposals to create a service or function to another firm or individual. Internal proposals from countries within an organization or business proposals from organizations outside oias persons outside the applicant or the company. I hope this is the terminology, both internally and externally, for I am a bit lost today .......
